Anders Falck
I am a consultant in participatory policies—specializing in participatory budgeting, participatory planning, and children’s participation—with a core focus on inclusion and transparency. I lead Coglobal, a non-profit organization dedicated to promoting democratic innovation within public administrations. I am a Changemakers for Democracy fellow and, through Coglobal, I am actively involved in the People Powered network.
My academic background includes a degree in Geography, a postgraduate qualification in International Cooperation, and a Master’s degree in Political Science. For many years, I had the opportunity to professionally coordinate cooperation networks between local governments in Andalusia and Latin America.

Marcela Guerrero
Psychologist with a Master’s degree in Theoretical Studies in Psychoanalysis, along with postgraduate studies in Art Therapy, executive leadership, and a diploma in international municipal cooperation.
Throughout her professional career, she has participated in various social development projects and training programs, specializing in the formulation, monitoring, evaluation, and systematization of projects involving international development cooperation, social intervention, and development education.
Additionally, she has served as a psychotherapist for children, adolescents, and adults (providing both individual and group therapy in specialized care centers and community mental health projects), as a school psychologist and tutor in educational institutions, and as a lecturer at two prominent Peruvian universities.

Alisa Vlasic
Participatory processes, Project management, and Social innovation; Validated trainer for Council of Europe’s Leadership Academy Programme. Supporting cities and organizations through transnational exchange, facilitating knowledge sharing, and capacity building.
I am passionate about good governance and the power of citizens. -

Juan Francisco Suárez
Juan Francisco holds a double degree in Political Science and Law, with postgraduate training in EU project management within the third sector. He is currently pursuing a Master’s degree in Child and Youth Participation.
He has extensive experience managing EU-funded projects under programs such as Horizon, CERV, and Erasmus+, as well as ERDF (FEDER), ESF+ (FSE+), and Next Generation EU. At Coglobal, he provides management support for the Nets4Dem project, focused on capacity building for democratic innovation, and collaborates on the design and implementation of projects in the field of participatory democracy.

Mariana Alegre
I am the General Manager at Coglobal, holding a degree in Business Administration and Management and an MBA. I have extensive experience in team development and the optimization of financial processes, combined with strong planning and organizational skills. My professional background is supported by an analytical approach and substantial experience across diverse business environments.

Christiane Arrivillaga
Christiane holds a PhD in Psychology and has a solid track-record in research, university teaching, and the coordination of projects focused on the well-being of children and adolescents. Throughout her career, she has collaborated with leading institutions in Spain, Uruguay, and the United States, participating in initiatives on emotional education, risk prevention in digital environments, and children’s participation.
She currently serves as a Children’s Participation Specialist at Coglobal (Spain), where she promotes youth empowerment and social transformation through participatory methodologies. Her experience integrates academic rigor—with more than 15 scientific publications and over 30 conference presentations—with practical application in educational, community, and intervention settings. She is noted for her analytical skills, the design of evaluation instruments, the coordination of multidisciplinary teams, and her sustained commitment to equity, psychosocial well-being, and the active participation of children and adolescents.
Strategy and Quality Plans
Coglobal’s 2024–27 Strategic Plan is built upon three main pillars of action:
- Building alliances for participatory democracy
- Innovating participatory solutions for governance
- Generating change through ethical commitment
In conjunction with the Strategic Plan, Coglobal implements sectoral plans that establish the frameworks of reference for our work.
Transparency
Transparency in organizations supported by public funds is a priority within a framework of democratic governance. Coglobal’s commitments are reflected in its Transparency Plan, which is set to be fully implemented by 2025.
